Explanation
This comic features a mad scientist villain gleefully unveiling their latest creation: "A Tyrannosaurus with its entire brain encased in transparent aluminum! The most horrible monster of all time! Prepare for terror, humanity!" The villain is shown standing in front of blueprints of what appears to be a glass-like dome designed to fit over a dinosaur's head.
The second panel, labeled "Later...," shows the result: a T-Rex with a large transparent dome over its head, looking bewildered and simply saying "Shit." The tiny mad scientist stands at the dinosaur's feet, also apparently realizing the problem. The joke is that encasing a T-Rex's brain in transparent aluminum does absolutely nothing to make it more dangerous -- if anything, it just puts a big clunky helmet on the dinosaur. The villain seems to have confused "transparent aluminum" (a science fiction material, famously from Star Trek IV) with something that would enhance the dinosaur's abilities, when really all they've done is give it an awkward fishbowl head.
The votey shows a close-up of the dome-headed T-Rex simply saying "Rar," confirming that the creature is more pathetic than terrifying. The comic satirizes the mad scientist trope where villains create elaborate, technically impressive monstrosities that are completely impractical as actual threats.
