Explanation
In this comic, a mother presents her daughter with a children's book about sex, saying she wrote it "so nobody will make the same mistake that I did." The daughter fires back with a cutting remark: "Mom, I'm pretty sure nobody else will make the mistake you made" -- implying that the mother's "mistake" was having the daughter herself, and that the daughter is so undesirable that no similar accident could occur, or more directly, that her mother's specific poor judgment is unique.
The second panel reveals the book's title: "The Emperor Has No Condom," a parody of the classic fairy tale "The Emperor's New Clothes." In the original story, swindlers convince the emperor he is wearing magnificent invisible clothes, and only a child is brave enough to point out he's actually naked. Here, the pun replaces "clothes" with "condom," and the line "Only the wise can see it!" takes on a double meaning about safe sex practices. The joke layers a ribald pun on top of the daughter's already savage burn.
