Explanation
This comic imagines economics presented with the theatrical grandeur of a fantasy or religious narrative. A wizard-like or priestly figure in a pointed hat and robe dramatically announces a vision: that the economy should stop using dry statistical language and instead treat economic reports as epic proclamations. The character stands before what appears to be a lectern or altar, announcing "Behold! Many jobs without blemish have been generated by the great Ekonomia! Swallows the smoke and is pleased!"
The punchline is the dramatic pronouncement: "INFLATION DECLINES AT 6% ANNUALIZED RATE" -- a perfectly mundane economic statistic delivered as though it were a divine revelation or royal decree.
The humor satirizes two things at once: the impenetrable dryness of actual economic reporting, and the absurdity of trying to make it exciting.
