Explanation
The Joke
A woman says "Hey! My eyes are up here!" to a man, which is the classic line women use when they catch someone staring at their chest. The man responds "But... I was looking at your eyes." The woman then reveals her actual motivation: "I know. I like yelling about parts of my body." She proceeds to shout "Hey! My elbows over here!"
In the final panel, it is revealed this is a first date, and the man thinks to himself "Hey! My weiner's down here!" -- showing that the woman's bizarre behavior has somehow inspired him to adopt the same approach, but in an even more inappropriate direction.
The Humor
The comic subverts the familiar "my eyes are up here" trope by revealing the woman is not actually offended -- she simply enjoys loudly announcing the locations of her body parts.
