Explanation
This comic is a riff on the classic horror story "The Monkey's Paw" by W.W. Jacobs, in which a magical monkey's paw grants wishes but twists them in horrible, ironic ways. Here, the setup is replaced with a "Cat's Paw," and the joke subverts the usual formula entirely.
The man is desperately shouting his wish: "World peace! Do you hear me? Hey! World peace! World PEEEEAAAACE! GODDAMNIT!" He's screaming at the cat's paw, which is apparently ignoring him completely. The caption at the bottom delivers the punchline: "The Cat's Paw could grant Steve's wishes, but it doesn't feel like it."
The humor is a straightforward cat joke. While a monkey's paw maliciously twists your wishes, a cat's paw simply can't be bothered. This perfectly captures the stereotypical personality difference between dogs (eager to please) and cats (indifferent to your desires). The man isn't cursed with an ironic, twisted version of his wish -- he's cursed with something even more frustrating: a magical artifact that has the power to help but simply chooses not to, exactly like a cat that stares at you and then looks away.
