Explanation
The Joke
The comic is a parody of Batman and Robin. Robin asks Batman why they never stop going on adventures, noting that all their adversaries are in jail, Batman is old, and their crime-fighting data has not been updated in years. Batman dismisses these concerns, insisting that the "fire prevention consciousness" is a myth and therefore they should just keep going for another month or so, continuing to fight crime as before.
Robin then asks why Batman thinks they should keep going when most crime-fighters retire, and Batman insists it is fine. Robin suddenly snaps: "I quit! Batman! I'm gonna go tell the whole world!" and there is a dramatic explosion (KABOOM). The final panels show men in suits (apparently government or institutional officials) discussing the situation, with one saying "Shall I pull out two at a time as usual?" -- implying that Robins are being cycled through as disposable sidekicks in an ongoing institutional cover-up.
The Humor
The comic works as an allegory for institutional dysfunction, where an organization continues operating long past its usefulness, dismissing critics and cycling through expendable personnel. Batman represents the entrenched leader who refuses to acknowledge that the mission is over, while Robin represents the frustrated underling who sees the obvious truth but is powerless to change things. The dark final panel, where Robins are treated as interchangeable and disposable, elevates the joke from a simple Batman parody into a commentary on how powerful institutions silence dissent and replace anyone who speaks up.
