Explanation
The Joke
The comic shows a risk assessment scenario. A person declares: "I am a risk assessor! I designate your voluntary level of risk: moderate fuel use that is designed to reduce future burning behavior." Someone responds: "What behaviors? I don't use any tools." The assessor replies: "That's a one in a million chance of death!" The scene then shifts to show the person now "engaged in protective gear" -- essentially wrapped in so much safety equipment that they cannot function. The assessor says this is "the level of safety you experience on a diagnostic set."
In the final panel, it is revealed the risk assessor is a robot or AI ("Mister Johnson?"), and the punchline delivers: "But the probability of being killed by a risk assessor robot was about zero... until now," implying the overzealous safety robot itself has become the danger.
The Humor
The joke satirizes the absurdity of extreme risk assessment and safety culture taken to its logical extreme. When safety measures become so aggressive and all-encompassing that they themselves become the primary hazard, you have achieved peak bureaucratic irony. The comic plays on the real-world tension between safety regulations and practical functionality -- at some point, wrapping someone in so much protective gear that they cannot move creates more danger than it prevents. The final twist, where the safety-obsessed robot becomes the actual threat, is a classic example of the "cure worse than the disease" trope.
