Explanation
This comic shows a father being asked by his wife "How'd the sex talk go?" He responds "Hilariously" while reading something on a tablet and grinning. The wife, walking away with an annoyed expression, asks "Hilarious is the goal, right?" -- clearly skeptical that the conversation went well. The comic then flashes back to "Earlier..." where we see the father sitting with his young son, enthusiastically saying "Isn't it WEIRD how socks can get pregnant?" The child looks confused and disturbed.
The joke is that the father completely botched the "birds and the bees" talk by giving his son absurdly wrong information -- telling him that socks can get pregnant -- and found the whole experience hilarious rather than recognizing that he has utterly failed at his parenting responsibility. The humor comes from the contrast between the father's self-satisfied amusement and the reality that he has given his child deeply confusing misinformation about reproduction, presumably just for his own entertainment.
The votey shows the son thinking to himself "I am evolution's greatest hero" -- suggesting that the child has taken the bizarre misinformation to heart and now believes that by wearing socks (or perhaps through some other sock-related activity), he is somehow contributing to reproduction and therefore the evolutionary process. This adds another layer of absurdity to the consequences of the father's terrible sex education.
